Organizational preparedness of pre-operations phase: office opening, setting up logistics needs and security of office/compound/facilities, organizational structure and internal communication flow, evaluate the internal capacity according to the available resources, define responsibilities, train and assign tasks to team members 2. Negotiation the agreement with MoH on relevant issues 3. Define MoU and other agreements with local partners and others INGOs. 4. Follow up the register process and look after legal and administrative organizational responsibilities according to the local environment5. Develop a thorough, detailed and realistic project schedule and milestones for the first months identifying critical path 6. Perform a risk analysis of potential project risks7. Define an internal protocol for security management and capacity development and all others relevant issues to consider. Identify support need from upper management 8. Planning an effective working system and define rigor and mechanism for project control 9. Jointly with Logistician and Medical coordinator establish travel safety protocol, hibernation, reallocation and protocol for medical support and evacuation 10. Prepare the overall project brief and standard operating procedures11. Assure the liaison with relevant stakeholders and participate actively in the coordination mechanisms (cluster, meetings with donors and other national and international NGOs)

Manage logistics support and advice the project team on logistics procedures and matters? Identify and plan the mission purchases through a procurement plan ? Ensure the respect of quality of procurement and respect of delivery deadlines, purchase and stock management procedure? Design and update a suppliers database for medical and non-medical supplies? Ensure medical supplies, medical equipment and medical consumables are properly and safely stored ? Ensure the management of equipment and the follow up of maintenances ? Supervise the general follow-up of the mission vehicles and ensure a regular maintenance ? Participate in development, review, implementation and monitoring of security measures ? Ensure the respect of the security guideline and the good functioning of the relative tools ?
